I'm not sure the article defends Labour, so much as takes issue with the claim that Wales's relatively low standing in the UK GDP index can be laid exclusively at Rhodri Morgan and Gordon Brown's doors.

Perhaps defends Rhodri Morgan and Gordon Brown against Cameron's view would be a better description.
